Jim Boyle, PWS, LPF  

President & Senior Project Manager 

 

Jim obtained his Bachelor of Science Degree in Forest Management from the University of Maine at Orono in 1980. For nearly 10 years, Jim worked as a professional forester  throughout Maine. While employed with such companies as the Patten Corporation,  Champion International and Great Northern Paper Company, Jim conducted project  planning, forestry analysis, timber inventories, and land-use analysis. While working with  Rowe and Ellis Surveying and Engineering in the early 1980’s, Jim implemented a  program using Hewlett-Packard PCs for mapping, plotting, word-processing and database management. It was here that Jim discovered his enthusiasm for technology and the ways  in which it can make environmental work more efficient and accurate. Since this early  introduction, Jim has strived to stay informed and at the forefront of technology. Jim is  always searching for new and better ways to use technology to his client’s benefit.

Along with gaining knowledge and an appreciation of the hi-tech, Jim developed a wealth  of experience and expertise in the field of ecology. After many years of being a forestry  professional and prior to starting Boyle Associates, Jim was the Environmental Siting  Coordinator for Central Maine Power (CMP). At CMP Jim conducted environmental  assessments, obtained federal, state and local permits for new facilities, served as  environmental inspector to ensure regulatory compliance and was the Chair of CMP Land  & Water Stewardship Task Team. As President of Boyle Associates, Jim has completed a  great variety of environmental consulting projects and oversees quality control and assurance on all Boyle Associates projects.

Richard E. Jordan, PWS, CPESC (rjordan@boyleassociates.net)

Manager of Field Operations & Wetland Mitigation Specialist

 

Richard received his undergraduate degree in Environmental Science and Policy from the University of Southern Maine in 1999 and has worked at Boyle Associates since 2000. Richard is experienced and trained in environmental inspection, wetland delineation, wetland mitigation and management, environmental permit preperation and acquisition, wetland mitigation sequencing and design, wetland functional assessments, wildlife  the Society of Wetland Scientists (SWS), the New Hampshire Association of Natural Resource Scientists, the Maine Chapter of the Wildlife Society, the Maine Association of Professional Soil Scientists, the Maine GIS User's Group, and is the Chairman of the Maine Association of Wetland Scientists (MAWS) Vernal Pool Technical Committee.

Richard has been certified by the SWS as a Professional Wetland Scientist since 2002. As a long-time member of the Maine Association of Wetland Scientist (former Treasurer and Membership Chair, current Chair of the Vernal Pool Technical Committee and webmaster), the Society of Wetland Scientists and the New Hampshire Association of Natural Resource Scientists, Richard has strived to stay informed and keep up-to-date with wetland regulations and science. Richard has performed wetland delineations on several types of projects throughout New England. Richard is also the Chairman of the MAWS’ Vernal Pool Technical Committee (VPTC). Richard’s efforts with the VPTC and his vernal pool creation design work have helped affirm him to both the regulatory and regulated community as an expert in vernal pool ecology, mapping and regulation. Richard has helped clients by providing vernal pool assessments and mapping services and by providing regulatory liaison for vernal pool habitat impacts and compensation throughout Maine. Richard has also provided wetland mitigation design and permitting on several road, utility and commercial development projects, including acting as the lead mitigation specialist for R.J. Grondin & Sons’ Larrabee Farms Multi-user Wetland Mitigation Project Site in Scarborough. Additionally, Richard has prepared environmental and wildlife management plans for sanctuaries, and has created detailed planting and monitoring plans for environmental restoration and commercial projects.

Richard is a Certified Professional in Erosion and Sediment Control and provides clients with both onsite and written expertise in planning and implementing effective stormwater, erosion and sedimentation control plans and for investigating access and site location alternatives. Richard can provide company and contractor environmental inspection, training and monitoring services and provides Third Party Environmental Inspection (3PI) services for the Maine DEP.

Rodney Kelshaw, PWS, LSE, AWB, CPESC (rkelshaw@boyleassociates.net)

Senior Wetland Scientist & Wildlife Biologist

 

Rodney received a B.S. in Wildlife Ecology from the University of Maine at Orono (UMO) in 1997. While at the UMO Rodney worked on a Pine Martin (Martes americana) study which included martin live trapping, data collection of the animal size and health, collaring, and tracking using radio telemetry. Rodney also worked at hunter check stations weighing and aging deer during the 1996 deer hunting season.

After graduation Rodney worked for the State of New Jersey Department of Inland Fisheries as a field technician where he gained experience with water quality sampling checking lake temperatures, DO readings, and clarity using a secchi disk. He increased his ability to identify fish in the field and on a video recording of a fish way at a local dam. Rodney also collected data on fish while performing seine netting, gill netting, and electroshock fishing of lakes from a boat and streams with a back pack unit. Rodney stocked various fish species in lakes and streams across the northern half of the state. He also gained experience in stream and lake restoration and habitat enhancement.

Rodney has worked in Maine since 2000 as an environmental consultant and has provided a variety of services for projects ranging from single lot development to large commercial developments, subdivisions and linear utility projects. Often times this includes a natural resource assessment of the site, a wetland delineation, vernal pool assessment, stream and other natural resource mapping; followed by the location of these site features with a mapping grade GPS unit. Rodney has training with CAD and can produce maps in CAD and GIS formats. He can take a project from beginning to end by performing wetland function and value assessments, natural resource mitigation sequencing and plan design, and has experience acquiring environmental permits from the municipal to the federal level. As a wildlife biologist Rodney has helped clients identify and map wildlife habitats and worked as liaison between his client and state and federal regulators. His license as a site evaluator in the state of Maine allows him to design septic systems, provide preliminary site evaluation services to locate suitable areas to design future septic systems and he can perform septic system inspections. Rodney has provided Third Party environmental compliance and erosion and sediment control inspections for several large-scale linear projects. He has also helped plan construction access and worked with company inspectors for environmental compliance.

Rodney is certified by the Society of Wetland Scientists as a Professional Wetland Scientist (PWS), by the State of Maine as a Licensed Site Evaluator (LSE) and Inspector, by The Wildlife Society as an Associate Wildlife Biologist (AWB), by Envirocert International, Inc. as a Certified Professional in Erosion and Sediment Control (CPESC), and by the Maine Center for Invasive Aquatic Plants as an Invasive Plant Patroller. Rodney is a member of, and the Legislative Subcommittee Chair for the Maine Association of Wetlands Scientists (MAWS) and is a member of the Society of Wetland Scientists (SWS), Maine Association of Site Evaluators (MASE), Maine Association of Professional Soil Scientists (MAPSS), The Wildlife Society (TWS), and a volunteer for Ducks Unlimited (DU). He is also a member of his local planning board and comprehensive planning committee.

Heather Storlazzi Ward, NHCWS, CPESC (heather@boyleassociates.net)

Senior Wetland Scientist & Project Manager

 

Heather received a Bachelor of Science degree in Natural Resources from the University of Maine in 1994. She has been working within the ecological and wetland science profession since 1995 and joined Boyle Associates in 2006. Heather brings to Boyle over 15 years of experience in natural resource assessments, wetland delineation, wetland functional assessments and state and federal wetland permitting. In addition to natural resource assessments, Heather is experienced in third party environmental inspection (3PI) for Maine DEP, wetland mitigation sequencing and design, environmental restoration, and GPS technology Heather is a member of the New Hampshire Association of Natural Resource Scientists and Maine Association of Wetland Scientists (MAWS). Heather worked in New Hampshire for over 8 years as an environmental consultant/wetland scientist, and is experienced in the New Hampshire permit process at the Federal, State and local levels. Local permitting in New Hampshire often required the preparation of Environmental Impact Assessments (EIS), presented to Planning Boards and Conservation Commissions.

 

As a Project Manager and Senior Wetland Scientist for Boyle Associates, Heather is responsible for the management of wetland permitting and wetland mitigation projects. Heather provides permitting and regulatory advising and prepares federal and state permit applications for projects throughout northern New England. She coordinates with local, state and federal regulators and provides documentation of avoidance and minimization efforts made during project design, including incorporation of Low Impact Design (LID). Heather assists clients in the preparation of both onsite and off site alternatives analyses (including Clean Water Act Sections 401/404 and 404(b)(1) Analyses). In addition to permit preparation and acquisition, Heather provides clients with a full-line wetland consulting services, including on-site field inspections for preliminary land evaluations, wetland delineations and mapping using GPS, vernal/significant vernal pool identification, functional assessment analysis (using USACE Highway Methodology and the New Hampshire Method), impact assessments, and mitigation design and monitoring. Also, as a Certified Professional in Erosion and Sediment Control since 2002, Heather can provide onsite sediment and erosion control inspections and permit compliance monitoring.

 

Heather has been a New Hampshire Certified Wetland Scientist (CWS) since 2000 and a Certified Professional in Sediment and Erosion Control (CPESC) since 2002. She is a member of the Maine Association of Wetland Scientists and the New Hampshire Association of Natural Resource Scientists.

Lauren Leclerc (lleclerc@boyleassociates.net)

Wetland Scientist & Field Services Coordinator

 

Lauren joined Boyle Associates in 2004 after receiving a B.S. degree in Ecology and Environmental Sciences from the University of Maine. Lauren is trained and experienced in wetland delineation and mapping, wetland mitigation and monitoring, vernal pool identification and mapping, invasive species identification and inventory, wetlands of special significance determinations, environmental permit preparation and acquisition, and GPS, GIS and CAD technologies. Lauren also manages the day-to-day operations of field crews, coordinating team members for field strategies to efficiently survey both small and large land parcels for natural resources.

 

While at Boyle Associates, Lauren has worked on a wide variety of projects from small sub-divisions to large wind farm and transmission line rebuilds. She has provided clients with a range of services described above and has been a team helping make these projects successful. Recently Lauren has been an integral part of the permitting team for one of the largest transmission line upgrades in the State of Maine. For this project Lauren worked as a part of the permitting team on various portions of the federal and state permit applications.

 

Lauren is a member of the Society of Wetland Scientists and the Maine Association of Wetland Scientists (MAWS) and recently served two terms as the Ethics Chair of MAWS. She is also a member of her town’s planning board.

David Brenneman, MPA (dbrenneman@boyleassociates.net)

Environmental Scientist and Field Technology Specialist

David joined Boyle Associates in 2008 after receiving a B.S. degree in Botany and Horticulture from the University of Maine in 2003. He brought with him a strong background in plant science, landscape design, and information technologies. Since joining Boyle Associates, David has worked on a wide variety of projects including wetland, vernal pool, and other water resource mapping. David is well-versed in GPS and GIS technologies to assist other scientists in mapping resources in the field. He can provide team members with accurate maps and GPS location data to aid in streamlining field surveys.

David has worked on several large-scale projects performing vernal pool surveys across the State of Maine. He is well versed in vernal pool identification, determination of pool origin, indicator and non-indicators species identification and GPS location of these features. David has collaborated on projects designing habitat management plans and planting designs for restoration areas including a bird sanctuary and silver maple floodplain forest (a rare community in the northeast). He is experienced in project design from the initial phase of single plant identification and habitat assessment, to mapping of invasive species, subsequent plan design and final plan installation or remediation of a site. David is trained in use of GIS/GPS technologies to map impacted areas and implement a control plan based on the best management practices available and various methods of mechanical and chemical control. 

David is a certified State of Maine Master Pesticide Applicator and is a member of the Maine Association of Wetland Scientists.
